The Organisation for Economic Co-operation and Development came out with its latest figures on broadband penetration and the situation appears to be getting worse for the U.S. According to the study, the U.S. has slipped to 15th in the world at the end of last year, with a penetration rate of 23.3 percent among the OECD member nations. That's down from 12th in 2006 and 4th in 2001.
